Actually, I'm a little annoyed with a player in the table-top game I run who plays his eladrin like an angry human. I know who you are talking about and sympathize and empathize.

I like it. The Dreaming and Will tie-ins give it flavor, and the non-geographic format and the matter of attraction (plus the variety of reasons they could be on the journey) give it plenty of room for individual variation.
So, basically - sounds dead-on to me.

My only comment on the devas is this. Their main reason for being included in phb2 was to provide a counterpart to tieflings. Tieflings were leaning towards evil, and devas leaning towards good. With your fluff that's ignored. Aside from that, it does seem really well thought out.

Clearly, that's what goblins are for ;D But seriously, 'predilection for good and heroic acts' isn't really a good distinguishing mark in a game that assumes you're already playing the 'good guy.' Tieflings work because there's a struggle to rise above their nature implied in their story. Devas don't have to struggle to be good, because they -are- good. I honestly feel that their reincarnate flavor is much more compelling. However, except when created by Tereus, I see devas being good or lawful good more often then not. The Will likes people who are nice to Her, after all.

Here's a question for the DM: How much does the average person know about Devas? Do they see them as just funny-colored people with wings, or as someone blessed (or cursed) in some way?
For that matter, how much would those trained in religion (or arcana I suppose) know of the metaphysics behind the Deva life cycle?

Huh, I would like to know the answers to those questions too, since Carmella is highly trained in arcane. But until I do, I am assuming that she doesn't know very much, or simply doesn't care? The same with Ezekial. Meepo doesn't know much, I mean she called them Divas in her head.... which I thought was funny.

Training in Religion would give info about the interactions between deva souls and the gods, as they're understood by the character's faith.
Training in Arcana would give info on the metaphysics of deva reincarnation - their dreams, Tiamat's involvement, and what sorts of things would be likely to carry over between incarnations.
