With one or two exceptions, channel divinities aren't worth trading an attack encounter for. I suggest the following two alternatives:
"You qualify for divinity feats, even if you do not have Channel Divinity. Once per encounter, you may spend a healing surge to use the feat power."
"You qualify for divinity feats, even if you do not have Channel Divinity. Channel divinities you gain with this racial trait count as dailies, not encounters."

I would go with the second one, and limit how many chanel divinity feats you can take to 2

Hm...don't you kind of have to follow a diety to grab their channel divinity? In that light we should maybe add the adendum: If you have channel divinity as a class feature, this ability gives you one extra use of it once per day.

Paragon Feats for your perusal!
Putrid blood might be a little powerful as written... think it might make a good paragon path ability though.
Edit: And here's a fighting style for divine characters!
Edit 2: and another one for martial characters!

I would take away the d20 roll part of the Putrid Blood power. Probably have it as a, "you can use your Stench racial power as if you had not used it already." or "If you have not used your stench racial power, this does not count towards your encounter usage of it."

I'd add the addendum 'when first bloodied' then...otherwise you could have troglodytes spamming stench when healed and rebloodied.

The Poison effect on Twisted Theology is too good.
Brutal Spirit might be too good as well... I'll have to run lots of numbers on that.
Not sure about the rest, but it looks okay. I'd like to have second and third opinions, though.

Could always change the poison effect from immobilized to slowed... or maybe just a flat speed penalty.
Brutal Spirit was originally conceived as a paragon tier feat.
