I can't really see a good way to fluff a rakshasa PC, but the Deva background has me full of ideas for Rakshasa foes, and thus I need a race template a la the ones in the Monster Manual. Here's my thoughts so far:
Rakshasa Racial Traits: Average Height: 5'8"-6'3" Average Weight: 140-210 lbs
Ability Scores: +2 Dex, +2 Cha Size: Medium Speed: 7 squares Vision: Low-light
Languages: Common, Supernal Skill Bonuses: +2 Bluff, +2 Arcana Fierce Claws: Your unarmed strikes do 1d6 damage Beguiling Illusion: You can use Beguiling Illusion as a daily power.
Beguiling Illusion You assault your target's mind, causing them to see you as an ally. Daily * Illusion, Psychic Standard Action, Ranged 10 Target: One creature Attack: Int, Wis, or Cha +2 vs. Will. Hit: The target's powers treat you as an ally (save ends). Increase to Int, Wis, or Cha +4 at level 11 and Int, Wis, or Cha +6 at level 21.
What do you guys think? I know a daily power for a race is a bit unorthodox.

I think it works. If it were a PC race, it might be an issue, but as an NPC race it definitely fits.

For a monster template it works, but I would remove the supernal language and replace it with one extra language if you were going to let people take it as a player race.

If you want I could put up my Ravaasta writeup as an option? It needs some work to differentiate it a bit from the gnome though.
